PreK2C Early Learning & Family Empowerment Fund

A holistic funding program designed to underwrite:

  • Early Childhood Education (Pre-K programs, classroom materials)

  • Parent Training (workshops, coaching, resource toolkits)

  • Supplemental Tutoring (K–12 academic support, STEAM enrichment)

1. Objectives

  • Increase Access
    Provide need-based grants so every child (ages 3–5) can attend a high-quality Pre-K program.

  • Build Parent Capacity
    Subsidize evidence-based parent-training series on early literacy, positive discipline, and executive function.

  • Boost Academic Success
    Offer tutoring vouchers to reinforce reading, math, and study skills for K–12 learners in low-income families.

2. Funding Sources

  • Foundation & Corporate Grants
    Pursue multi-year awards from education-focused foundations and corporate CSR budgets.

  • Individual Donors & Campaigns
    Launch a “Sponsor a Scholar” annual drive, pairing donors with specific families.

  • Community Partnerships
    Partner with local businesses for event sponsorships (e.g., benefit concerts, fun runs).

  • Government & Public Grants
    Apply for state/federal early-learning and family-support grants (e.g., Head Start supplements).

3. Program Components

Component Benefit Per-Family Cap Pre-K Tuition Grant Covers up to 50% of annual Pre-K tuition costs. $2,000/child/year Parent Training Voucher Full or partial tuition for 8-week workshop. $500/family/workshop Tutoring Scholarship 10 hours/month of one-on-one tutoring. $1,200/student/year

4. Eligibility & Application

  1. Who:

    • Families residing in our service area (e.g., Solano County)

    • Income at or below 200% of Federal Poverty Level

  2. How:

    • Complete a short online application (5 minutes)

    • Upload proof of income and child’s age (birth certificate or school record)

  3. When:

    • Rolling applications accepted; quarterly funding rounds (Mar, Jun, Sep, Dec)

5. Implementation & Oversight

  • Program Partners

    • Accredited preschools for tuition grants

    • Certified parent-education providers (e.g., PEAR, Zero to Three)

    • Tutors vetted by local school districts or vetted tutoring centers

  • Management

    • Quarterly review committee of PreK2C staff, board members, and community reps

    • Funds disbursed via direct payment to partner providers

  • Metrics & Evaluation

    • Pre‐ and post-program assessments: child school-readiness, parent confidence surveys, student grade improvements

    • Annual impact report published publicly

6. Sustainability & Growth

  • Establish an endowed fund to generate steady annual income

  • Cultivate multi-year donor commitments (“Founding Sponsor” levels)

  • Expand geographic reach based on demonstrated outcomes and additional grant awards
